| By this Charter, the national defence and law enforcement of a member state is recognized as the highest organisations reporting to the Executive Government of the member state concerning national security, defence and law and order. | ||
| This Charter respects the inherent sovereign right of all member nations to defend its borders and to employ such necessary forces to maintain law and order. The Charter also recognizes the superior requirement of the sovereign integrity of the Union and its border to be protected and supported. | ||
